Production and consumption waste management

Altai Oil Refinery JSC developed a program for “Production and Consumption Waste Management for the period 2019–2028.”

Waste management is the planning, implementation, monitoring, and analysis of production and consumption waste management activities. The development of the Program aims to improve the effectiveness of procedures for assessing changes in waste volume and composition, with the goal of developing an operational waste minimization policy using economic or other mechanisms to positively change production and consumption patterns by:

  • improvement of production processes, including through the introduction of low-waste technologies;
  • reuse of waste or its transfer to individuals and legal entities interested in its use;
  • recycling, disposal or rendering harmless waste using the best available technologies.

The goal of this Program is to achieve established indicators aimed at gradually reducing the volume and/or level of hazardous properties of accumulated and generated waste, as well as waste in circulation. The Program's objectives include identifying the most effective and cost-effective ways to achieve this goal, forecasting the achievable volumes (stages) of work within the planning period.

The objectives are aimed at reducing the volume of generated and accumulated waste, taking into account:

  • implementation at the enterprise of the best available technologies in the world for the recycling and processing of waste;
  • minimizing the volume of waste transported to landfills;
  • reclamation of waste disposal sites, minimizing the negative impact of landfills on the environment.

This program defines the Indicators, taking into account all production factors, environmental efficiency and economic feasibility.

Altai Oil Refinery LLC operates its own landfill for solid industrial waste (biological sludge, activated carbon, and broken ceramic balls), located 1.9 km east of Atyrau. The landfill is located 7.9 km northeast of the plant's grounds.

During the operation of the oil refinery, industrial waste of hazard classes III and IV, such as biological sludge, activated carbon, and ceramic balls, is generated and taken to the refinery's own landfill. The remaining waste is removed under contract by specialized companies.
